RISK STATEMENT
Watercraft Racing is by its nature a dangerous sport and therefore inherently involves an element of risk.
By participating in or becoming involved with Watercraft Racing organised by Powerboat P1 and affiliated clubs either as a participant, team member or otherwise individuals agree and acknowledge that:

they are aware of the inherent risk involved in the sport and accept responsibility for exposing themselves to such inherent risk , including risks to their person, their property, drowning, hypothermia, collision injuries burns and other physical injuries as well as possible death
-
they have satisfied themselves that they have the necessary skill and knowledge to take part in the event and deal with the conditions that may arise in the course of a race
-
they will not participate in the event whilst under the undue influence of alcohol, drugs or whilst otherwise unfit to participate
-
they are responsible for the safety of themselves their crew their boat and their property whether afloat or ashore
-
the management of their watercraft including insurance is solely their responsibility
-
technical scrutineering does not constitute a condition survey of the watercraft and it is solely their responsibility to decide whether or not to start or to continue in any powerboat race
-
ensuring the efficiency and suitability of the helmets and PFD’s and other safety equipement worn is solely their responsibility
-
the provision of a race management team, patrol craft and other volunteers by the event organisers does not relieve them of their responsibilities
-
the provision of patrol boat cover is limited to such assistance particularly in extreme weather conditions as can be practically provided in the circumstances
-
to be bound by the conditions of the Race Entry Form, Racing Instructions and the General Competition Rules of the IJSBA.

they will accept the decisions of the organising committee and officials nominated by the organising committee.
INDEMNITY
Participants in the event will be required on signing on to the event to save harmless and keep indemnified:

The owners of the premises at which the event is held;
-
The organising club, the sponsors and the IJSBA and their respective officials, servants and agents; and,
-
The other watercraft owners, riders, passengers or mechanics engaged in the meeting (together with the “Indemnified Parties”) AGAINST all actions, claims, costs, expenses and demands in respect of loss of or damage to the property of or personal injury sustained to the Indemnified Parties to the extent caused by the participants, their crew, their watercraft, their mechanics, support team, representatives or agents.
IMPORTANT NOTE: Persons under the age of 18 must have written authority signed by either Parent or Guardian.
THE RESPONSIBILITY FOR A RIDER’S DECISION TO PARTICIPATE IN A RACE OR TO CONTINUE RACING IS THEIRS ALONE

EVENT SANCTION
The IJSBA USA NATIONAL CHAMPIONSHIPS has been approved by the International Jetsport Boating Association (IJSBA), the National Governing Body for Personal Watercraft Racing in the United Stated of America. The IJSBA will serve as the sanctioning body for the event and provide the event insurance package. All competitors must be current IJSBA members. Memberships can be purchased at Registration on the day of the event.

COMPETITORS RESPONSIBILITY
Competitors must read the Risk Statement and Indemnity at the front of these Race Instructions as well as the safety information & IJSBA Wavier at the back. By signing the race entry form and the IJSBA official signing on form at the event all competitors are bound by the rules contained in 2016 IJSBA Rulebook where applicable. It is the competitor’s sole responsibility to decide whether or not to start or continue in a race once passed technical inspection.

AGE REGULATIONS

All age regulations as per IJSBA rules.

All age regulations apply at the date of the race.

All racers under 18 years of age must be accompanied at the event by a Parent/Guardian. All who are under 18 on the date of the race will be required to submit written consent of their parent or guardian to their participation in the race and confirmation of their acceptance of the rules governing the race.

2015 CHAMPIONSHIP FORMAT
The 2016 IJSBA National Championships is a one-off, winner takes all event to establish the official IJSBA National Champions for 2016 in the below classes (subject to terms and conditions). The event will also provide qualifying places for the IJSBA World Finals in Lake Havasu, on Oct 1-9 2016. https://ijsba.com/world-finals/

If a class does not meet minimum entry requirements by the pre-registration cut off date (1st Sept), the class may be merged with another class subject to entry. Competitors who have already entered will be informed of the change.
The races will be run under current rules as stated in IJSBA Rule book 2016 together with these Race Instructions or any other instructions issued before or at Riders' Briefings or in Race Bulletins. The Organisers reserve the right to change these Instructions at any time for safety reasons, provided that any change will be in accordance with the current rules. Any changes will be notified to competitors by Race Bulletin and, if possible, announced at Riders’ Briefing.
Organisers have the right to refuse any watercraft which they consider unsuitable and/or which does not conform to the requirements of the present rules. Any infringement of the Rules or of the Race Instructions, or instructions issued at Riders' Briefings or in race Bulletins may lead to disqualification or other penalties being applied by the organising committee.

CANCELLATION
The Organisers may cancel or postpone the event or a race at any time in the event of bad weather, safety concerns or otherwise. The entry fee is not refundable unless specified by event organisers.

REGISTRATION
Registration will take place in the Dry Pit area – see site map. Registration will open on Friday at 1pm and close at 7pm.
On arrival at the race site all riders must report to the registration. Competitors must sign the IJSBA indemnity form – a copy can be found at the back of this document. Riders must produce all documentation required under IJSBA Class Rules for the class they are racing.

PIT AREAS, PARKING & SPECIAL CONDITIONS
Once your entry has been received by the Series Administrator you will receive a parking pass for the Pit area. Only vehicles related to the race team will be given access to the pits – i.e. tow, technical vehicles and trailers. You will also be asked to provide details of your vehicles and any pit tents that will be constructed in the pit area/or beach. Pit space will be assigned on a first come first serve basis.
Vehicles not associated with racer teams and family and friends must find alternative parking – please note: there are plenty of parking spaces within walking distance of the pit area and race site. On arrival please follow instruction from the security staff and pit marshals.

IMPORTANT INFO – PLEASE READ
The Dry Pits are located approximately one mile from the Race site and Wet Pits. The Race Site is located in a popular and busy waterfront area and access to and from the site will be strictly managed by P1 staff and limited to certain times. Motorized access on to the beach is limited to ATVs only.
A controlled movement of craft to the race site will take place between 7am and 9am on Saturday and Sunday morning. Tow vehicles can be driven to the drop off point where Marshals will be on hand to help move gear for those without ATVs.
Tow vehicles can be driven back to the dry pits or parked at the Foster Beach car park at racers own expense. There is also
some free road side parking on Foster Ave, adjacent to the car park, but space is limited so make sure you get down to the beach early if you want a spot.

PRE-RACE SAFETY TECHNICAL INSPECTION
When arriving on site make your way to Registration where you will be given a tech form. Take this form with your watercraft and PPE to the technical inspection area. Safety tech will take place in the Dry Pit Area on Friday – see site map for location. Please note: Safety inspection does not constitute the race legality of a watercraft.

PERSONAL PROTECTIVE CLOTHING (PPE) & EQUIPMENT
It is the responsibility of the rider to select an approved helmet and suitable apparel that will provide appropriate protection. The series organiser does not endorse or guarantee specific products or manufacturers. See rulebook for full details.

Helmet: A properly fitting, full coverage helmet with double D ring fastener and chin and mouth protection (motocross type) that meets current international recognised standards must be worn at all times while on the water.

Life vest: A 50N buoyancy aid (Coast Guard-approved personal floatation device - PFD) in sound condition must be worn at all times while on the water. The buoyancy aid must have 4-buckle fastening to front or 2-buckle fastening to side

Back Protectors: Motocross/snowboard back protectors that cover the entire spine are mandatory and must be worn at all times while on the water.

Wetsuits/Motocross apparel: Suitable protective waterproof clothing must be worn at all times while on the water.

Footwear: Wetsuit type booties or trainers are mandatory and must be worn at all times while on the water. No bare feet.

Accessories: Eye protection and gloves are recommended for all racers in all competition events.

RIDERS’ BRIEFING
The Rider’s Briefing will be held at the on the beach 9.00am on Saturday and 9.30am on Sunday.
A Roll Call may be held. Penalty for absence may be disqualification from starting the race or other penalties as defined in Class Rules or by the race organisers.

LAUNCHING
Details of the launching will be given at Riders’ Briefing. ABSOLUTELY NO LAUNCHING outside of racing times unless the Race Director grants permission.
The pit area is located 1mile south of the race site. to the beach is also the main access point for the beach goers. Competitors must not do anything to endanger the public at any time. ATV’s (towing or not) must be driven a walking pace at all times and stay within the pit access lanes.

OFFICIAL PRACTICE ARRANGEMENTS
Competitors will be required to complete mandatory practice on Saturday morning. Riders will be shown the start procedure plus 2 laps of the course including the penalty buoy. Full details will be explained at Riders’ Briefing. An area will be marked out for testing / warm up prior to the start of the your race. Any riders riding outside of this area will be disqualified.

START POSITIONS
Competitors will choose a number at Registration to determine start positions of first race. Start position for all following races will be determined by position in overall championships. All riders must be in staging prior to the start of the preceding race.

Full details of the starting procedure will be given at Riders’ Briefing.

COURSE DETAILS – A schematic drawing of the course is provided for your assistance. It is not to be used as a chart for navigational purposes and may change subject to sea conditions on the day of competition.

COURSE MARKS - A full description of each course mark will be given at Riders’ briefing, including the start procedure and any Exclusion Zones.

COURSE - Course may change subject to weather conditions. Final course design will be described at Riders Briefing.

LAPS - Races will be timed. Times and details will be published once classes have been confirmed.

LAP/FINISH LINE - The Lap/Finish Line will be detailed at the briefing. After taking the chequered flag all competitors must continue on to the next buoy raising a hand before slowing down

SCORING SYSTEM
The IJSBA individual race scoring system will be used. All classes will complete 3 races over the course of the weekend. Each race with receives maximum points. i.e. Race 1 winner will score 60pts, Race 2 winner will score 60pts and so on.

POST-RACE TECHNICAL INSPECTION:
Riders must be available with their craft and all relevant mandatory equipment required by class rules for post-race tech inspection if required up to one hour after the posting of the Results. Instruction will be given a Riders’ Briefing.

PENALTIES
Race Organisers may apply penalties referred to in class rules as well as additional penalties and fines at the Race Director’s or Organisers discretion.

PROTESTS
A Mandatory pre-protest arbitration session with Race Director or appointed person is to be held before any formal protest will be accepted. A protest form must be completed and returned to the Race Secretary with the protest fee ($500) described in the form, within one hour after the publishing of the provisional results. Protests must be made by a racer competing in the same class and logged with the race secretary. Protests from third parties will not be accepted.

Podium presentations will take place immediately after the final race of the day.

Trophies will also be presented to the top 3 in each category: Podium finishers are required to attend. Prize money for the below classes only.

MEDIA COVERAGE
The premier closed classes will be filmed for broadcast on a 60-minute highlights show along with the AquaX Pro Enduro race on Fox Sports. There will be further delayed broadcasts via national Networks in USA.
Event live streaming on Saturday and Sunday.
International distribution will include Fox Sports Europe and Asia and other European sports channels including Sky Sports, Sport TV and Sport1 who will broadcast the show within 2 weeks of event.

HOSPITALITY
Racers and their teams are invited to join us for a Welcome Drink on Friday evening. Details will be provided at signing on.
Racers will also be provided with a box lunch and refreshments on Saturday and Sunday lunchtime. Lunch vouchers will be issued at signing on.
